Abstract
IN FRANCE A DIFFERENTIATION IS MADE BETWEEN DOMESTIC AND FOREIGN TERRORISM. DOMESTIC TERRORISM IS THAT WHICH IS DONE BY FRENCH CITIZENS WITHIN FRANCE. FOREIGN TERRORISM REFERS TO ACTS OF TERRORISM PERFORMED BY FOREIGN INTERNATIONAL TERRORIST GROUPS WITHIN FRANCE OR AGAINST FRENCH EMBASSIES. NONTERRORIST BUT POLITICAL DELINQUNENCY INCLUDES RIOTS AND PLOTS. THERE HAVE BEEN NO FORMS OF POLITICAL DELINQUENCY IN FRANCE SINCE 1972. THE LAWS RELATING TO TERRORISM PROVIDE MEASURES AGAINST THE USE OF BOMBS, VIOLENT GROUP ACTION AGAINST PERSONS AND PROPERTY, THE TAKING OF HOSTAGES, SKYJACKING, AND SEPARATIST ACTION. CRIMINAL PROCEEDINGS ARE COVERED BY A HIGH MILITARY COURT, CREATED IN 1963 TO JUDGE ON PURELY POLITICAL OFFENSES AND ORDINARY OFFENSES WITH SPECIAL POLITICAL MOTIVATION. IN 1975, FRENCH LEGAL COMPETENCE WAS EXTENDED TO OFFENDERS COMMITTED ABROAD AGAINST FRENCH EMBASSIES AND CONSULATES AND THEIR PERSONNEL. (BAC)
