Abstract
EVIDENCE OF THE GROWTH OF AN INTERNATIONAL TERRORIST NETWORK IS GIVEN IN THE RED BRIGADES' 'RESOLUTION ON STRATEGIC DIRECTION,' WHICH DESCRIBES A EUROPEAN WAR TIMETABLE WITH TERRORISTS AS THE ELITE BATTALIONS OF AN INTERNATIONAL COMMUNIST ARE ORGANIZED INTO A SINGLE 'ORGANIZATION OF COMMUNIST COMBAT.' INTERNATIONAL TERRORIST ORGANIZATIONS LAUNDER STOLEN MONEY, EXCHANGE INFORMATION AND PLAN TACTICAL MOVES, AND ALLOW FREEDOM OF MOVEMENT ACROSS FRONTIERS. SOME EXAMPLES OF MULTINATIONAL TERRORIST ACTS INCLUDE THE HIJACKING OF A JAPANESE JUMBO JET BETWEEN PARIS AND TOKYO BY A MIXED TEAM OF PALESTINIANS AND VENEZUELANS; THE SEIZURE OF THE FRENCH EMBASSY IN HOLLAND BY THE JAPANESE RED ARMY UNDER THE SUPERVISION OF CARLOS, A TERRORIST LEADER, IN THE PALESTINIANS, PARIS OFFICE; AND THE KIDNAPPING OF 10 ARAB OIL MINISTERS IN VIENNA IN 1975 BY A CARLOS-LED GERMAN AND PALESTINIAN TEAM. TERRORISTS ALSO MAKE USE OF INTERNATIONAL GUERILLA TRAINING CAMPS IN EASTERN EUROPE, RUSSIA, EAST GERMANY, BULGARIA, CZECHOSLOVAKIA, AND POLAND. COUNTERINTELLIGENCE EFFORTS INCLUDE COOPERATIVE COMMUNICATIONS NETWORKS TO EXCHANGE INFORMATION, COORDINATE STRATEGY, HARMONIZE POLICE EQUIPMENT AND RADIO WAVELENGTHS, AND SET UP A COMPUTERIZED EUROPE-WIDE DATA BANK, AND THE USE OF INTERNATIONAL COUNTERTERRORISTS UNITS.
