A DESCRIPTION OF THE OPERATIONS AND BENEFITS OF THE PENNSYLVANIA TESCO SYSTEM, WHICH PERMITS THE COMPARISON OF MATCHED PANELS OF OFFENDERS IN NORMAL INSTITUTIONS WITH THOSE IN EXPERIMENTAL COMMUNITY SERVICE CENTERS.
Abstract
DATA FROM THE FILES OF THE BUREAU OF CORRECTIONS AND BOARD OF PROBATION AND PAROLE ARE CORRELATED IN SUCH A MANNER THAT THE PAROLE EXPERIENCE OF PERSONS RELEASED FROM INSTITUTIONAL SETTINGS CAN BE COMPARED IN TERMS OF THEIR PRIOR ARREST, CONVICTION AND PERSONAL HISTORIES AS WELL AS THEIR PARTICULAR CORRECTIONAL HABILITATION SERVICES RECEIVED. THE SYSTEM TREATS STATUS CHANGES FOR THE PAROLEES AS A MEASURE OF PAROLE PERFORMANCE, AND IS UPDATED QUARTERLY IN TWO DIMENSIONS. THE TESCO SYSTEM ALSO HAS THE ABILITY TO PROVIDE INFORMATION ON THE RELATIVE BENEFITS OF NEW PROGRAMS AND ON THE WAYS THEY AFFECT PAROLE PERFORMANCE FOR DIFFERENT CLASSES OF EX-INSTITUTIONAL INMATES. THIS ARTICLE INCLUDES A DESCRIPTION OF THE SAMPLE SELECTION METHODOLOGY USED IN THE INSTITUTIONAL-COMMUNITY SERVICE CENTER COMPARISONS, A DISCUSSION OF THE KINDS OF INFORMATION CONTAINED IN THE TESCO SYSTEM, AND AN EXAMINATION OF THE CLIMATE OF INTERAGENCY COOPERATION INVOLVED IN OPERATING THE TESCO SYSTEM.
