TESTIMONY OF THE CHAIRMAN OF THE NEW YORK STATE ASSEMBLY COMMITTEE ON CODES CONCERNING RESEARCH NEEDS FOR REVISION OF THE CRIMINAL JUSTICE SYSTEM.
Abstract
IT IS URGED THAT RESEARCHERS CONCENTRATE ON PROVIDING THE PRACTITIONER WITH EASILY RETRIEVABLE AND REPRODUCIBLE INFORMATION. IT IS SUGGESTED THAT RESEARCHER INDICATE IN GRANT APPLICATIONS HOW THEIR STUDIES SHOULD PROVE USEFUL AND HOW THEY CAN BE LINKED TO THE WORK OF POLICY-MAKERS IN THE LEGISLATIVE, JUDICIAL, OR COURT ADMINISTRATION SYSTEM. INCREASED FUNDING FOR THE APPLICATION OF RESEARCH FINDINGS IS ALSO URGED. SPECIFIC AREAS SUGGESTED FOR RESEARCH INCLUDE THE PENALTY STRUCTURE SENTENCING DISPARITIES, CORRECTIONAL OPERATIONS, AND PLEA BARGAINING.
