This report presents statistical information reflecting activities of the Texas Board of Pardons and Paroles from September 1, 1979, through August 31, 1980.
Abstract
The constitutional authority for the State of Texas, the board administers the statewide parole and mandatory supervision system and investigates and recommends acts of executive clemency by the governor. It is composed of three full-time salaried members. In addition, six commissioners assist the board in matters of parole decisions and mandatory supervision revocation. This year, the board considered 19,432 cases. A total of 7,886 persons were recommended for parole or conditional pardon. Inmates who were paroled or conditionally pardoned numbered 5,018, and inmates released to mandatory supervision numbered 2,140. A total of four paroles were reinstated. Concerning parole revocation actions, 1,697 cases were recommended for revocation, and 1,682 paroles were actually revoked. In addition, 162 mandatory supervision cases were revoked. Other parole administrative reviews totaled 5,719; other mandatory supervision administrative reviews totaled 478. For this report period, the number of executive clemency cases considered was 3,341. The number of executive clemency acts granted by the governor was 132. As of August 31, 1980, the total number of parolees under active supervision in Texas was 10,145. Of this total, 1,187 were from other State prison systems. A glossary, 2 maps, and 40 tables are provided. (Author abstract modified)
