This report presents the 22 bulletins written by the executive director of the Texas Criminal Justice Policy Council from 1992 to 1997 to examine and comment on major criminal justice issues and criminal justice reforms in Texas.
Abstract
The bulletins are grouped into seven categories: (1) reforming the Texas criminal justice system, (2) testing the case for more incarceration in Texas, (3) measuring the effectiveness of correctional programs, (4) moving from the rhetoric to the reality of rehabilitation, (5) addressing the next generation of potential criminals, (6) the role of the Federal Government in Texas criminal justice, and (7) developing the knowledge for effective policymaking. Specific topics included sentencing reform and prison crowding, plea negotiations for State jail felony cases, recidivism rates to measure program performance, offender drug treatment, the potential impact of Federal three-strikes legislation on Texas, and other topics.
