This report presents information about the magnitude and nature of juvenile activity and the response of the Texas juvenile probation system.
Abstract
Of the 121,609 juveniles between the ages of 10 and 17 arrested by police agencies in Texas during calendar year 1990, 31,968 were warned and released or diverted, and 89,641 were referred to juvenile probation departments. An additional 8,403 juveniles were referred to juvenile probation departments by social agencies, parents, schools, the Texas Youth Commission (TYC), and others. Texas juvenile probation departments disposed of 50,535 referrals by counseling and releasing, diverting to other agencies for treatment, or dismissing the complaints; 32,496 voluntary or other temporary supervisions were initiated by juvenile probation departments under guidelines of their juvenile boards. Programs and services to treat juveniles who exhibit symptoms of substance abuse increased. In 1990, 28,993 juveniles were detained prior to adjudication hearings. Juvenile courts entered 9,575 probation orders, committed 2,136 juveniles to the TYC, certified 161 juveniles to stand trial as adults, and refused prosecution, dismissed, consolidated, or otherwise disposed of another 12,308 cases. By the end of 1990, 2,235 juvenile probation officers and 653 detention child care workers had been certified. 11 figures and 1 appendix
