A DESCRIPTION OF THE OPERATION OF THE TEXAS DEPARTMENT OF CORRECTIONS, A SERIES OF RECOMMENDATIONS FOR CORRECTIONAL REFORM, AND COMMENTARIES ON THE RECOMMENDATIONS ARE INCLUDED IN THIS REPORT TO THE TEXAS LEGISLATURE.
Abstract
AMONG THE AREAS FOR WHICH RECOMMENDATIONS ARE INCLUDED ARE THE DEVELOPMENT OF COMMUNITY-BASED CORRECTIONS, INMATE CLASSIFICATION PROCEDURES FOR CORRECTIONS, LIVING AND WORKING CONDITIONS, RACE RELATIONS, DISCIPLINE, AND ACADEMIC AND VOCATIONAL EDUCATION. PROPOSALS FOR REFORMING SUCH AREAS AS MEDICAL SERVICES, TREATMENT OF THE MENTALLY ILL, WORK RELEASE, RECREATION, VISITATION, CORRESPONDENCE, AND LEGAL SERVICES ARE ALSO PROVIDED. COMMENTARIES AND RECOMMENDATIONS ARE INCLUDED FOR PERSONNEL, THE WOMEN'S CORRECTIONAL UNIT, COSTS OF INCARCERATION, PAROLE, AND YOUTH CORRECTIONS AS WELL. THESE RECOMMENDATIONS WERE THE RESULT OF A STUDY WHICH INCLUDED 16 PUBLIC HEARINGS, EXTENSIVE STAFF RESEARCH, INTERVIEWS WITH CORRECTIONAL EMPLOYEES AND INMATES, AND INPUT FROM THE CITIZEN'S ADVISORY COMMITTEE.
