PRELIMINARY PHASE REPORT ON PLANNING AND DEVELOPMENT OF A REGIONAL CORRECTIONAL SYSTEM, PROVIDING SPECIFIC PROGRAM RECOMMENDATIONS FOR STATE PLANNING REGION 20.
Abstract
THIS REPORT, BASED ON DATA GATHERED IN DECEMBER 1972 AND JANUARY 1973, PROVIDES LOCAL CRIMINAL JUSTICE PLANNERS AND ADMINISTRATORS WITHIN THE COASTAL BEND CRIMINAL JUSTICE AND COMMUNITY AGENCY SYSTEMS WITH A PLANNING TOOL FOR THE DEVELOPMENT OF EITHER A CENTRALIZED OR A DECENTRALIZED CORRECTIONS SYSTEM. THE MAJOR FINDINGS OF THE REPORT, AND CONSEQUENT RECOMMENDATIONS, ARE PRESENTED AGAINST A BACKDROP OF THE REGION, DESCRIBED IN TERMS OF ITS PHYSIOGRAPHY, DEMOGRAPHY, ECONOMY, AND EMPLOYMENT CONDITIONS. THE RECOMMENDATIONS, WHICH FOCUS PRIMARILY ON WHAT ARE SEEN AS THE REGION'S MOST CRITICAL NEEDS, WERE PREPARED UTILIZING REGIONAL COMMUNITY CORRECTIONAL CONCEPTS AS A GUIDE. SUCH CONCEPTS INCLUDE OBTAINING FACILITIES TO REDUCE CROWDED JAIL CONDITIONS, REDUCTION IN NUMBER OF PRE-TRIAL DETAINEES, APPLYING COMMUNITY RESOURCES TO THE PROBLEMS OF THE PUBLIC OFFENDER, AND POSSESSING FLEXIBLE MEANS OF ADAPTING TO CHANGING CRIMINAL JUSTICE NEEDS. APPENDIXES INCLUDE A JAIL FACILITY ANALYSIS, A SOCIAL SERVICES DIRECTORY, AND A DATA ANALYSIS OF THE CRIMINAL JUSTICE SYSTEM AS A WHOLE.
