THE ORGANIZATION OF TEXAS' COURT SYSTEM IS DESCRIBED, AND THE EXTENT TO WHICH THE SYSTEM CONFORMS TO AMERICAN BAR ASSOCIATION (ABA) STANDARDS FOR COURT ORGANIZATION IS ASSESSED.
Abstract
THE TEXAS REPORT IS ONE IN A SERIES OF PROFILES ON ALL NONFEDERAL COURT SYSTEMS PREPARED BY THE ABA'S IMPLEMENTATION OF STANDARDS OF JUDICIAL ADMINISTRATION PROJECT. THE REPORT OPENS WITH AN OVERVIEW OF THE TEXAS COURT SYSTEM--BACKGROUND, STRUCTURE (APPELLATE AND TRIAL COURTS), THE JUDICIARY (QUALIFICATIONS, SELECTION, TERM, DISCIPLINE, REMOVAL, COMPENSATION, RETIREMENT, CONTINUING EDUCATION, PARAJUDICIAL OFFICERS), ADMINISTRATION AND PROCEDURE (ADMINISTRATIVE AUTHORITY, ADMINISTRATION AT THE STATE AND COURT LEVELS, POLICYMAKING AUTHORITY, RULEMAKING AUTHORITY, NONJUDICIAL PERSONNEL SYSTEM), FINANCES (FUNDING, FINES, FEES, BUDGET), AND INFORMATION SYSTEM (RECORDKEEPING, STATISTICS, DATA PROCESSING).
