The activities and program accomplishments during 1980 of the Texas Youth Council (TYC), which provides care for juvenile offenders through community-based programs, are discussed.
Abstract
Nearly half of the youth committed to TYC were placed initially into a community setting. Most status offenders were not placed in institutions. Violent offenders at the Giddings State School were required to remain in placement for at least 12 months during 1980, and the TYC opened a seventh halfway house in San Antonio. A 5-year plan was developed during 1980 that called for a centralized budgeting process, the development of a community diagnostic team to perform decentralized reception and placement in at least one metropolitan area, and the study of treatment and placement for dependent and neglected youth committed by the courts. The report also describes TYC'S education services, vocational classes and career education programs, work programs and work release, counseling, and recreation and religious services. Each institution maintained by TYC as well as its support services are discussed. Operating statistics for 1980 are presented.
