Abstract
PRODUCTIVITY IS OUTPUT OVER INPUT WHERE OUTPUT IS SERVICES MEASURED WITH RESPECT TO THE ATTAINMENT OF GOALS OR OBJECTIVES, AND INPUT INCLUDES THE TOTAL RESOURCES CONSUMED. SOME DESIREABLE CHARACTERISTICS OF A POLICE PRODUCTIVITY MEASURE ARE PUT FORTH. THERE IS ALSO A DISCUSSION OF THE DETERMINANTS OF PRODUCTIVITY. LISTS OF REASONS FOR LOW PRODUCTIVITY AND BARRIERS TO IMPLEMENTING POLICE PRODUCTIVITY IMPROVEMENTS ARE PROVIDED.
