The third annual report issued by the Strategic Planning Committee of the Correctional Service of Canada (CSC) details the CSC's organizational design and practices and implications for the future. The focus is on a more humane correctional strategy and on the appropriate classification and management of inmates.
Abstract
The Strategic Planning Committee's mandate is to assist the CSC in proactive planning by estimating the probability of future events and conditions in criminal justice and related fields and analyzing their impact on the CSC. The committee has determined that the following critical areas will affect the future of Canada's correctional system: patterns of community and social services; correctional theory, practice, and policy-making; demographic factors; CSC organizational design and practices; economic factors; federal-provincial division of responsibility in corrections; special groups, including women and natives; the rule of law; and values and attitudes. The third annual report focuses on the CSC's organizational design and practices. Consideration is given to the period of 1971-1982 as an era of transition: the trend in Canada's correctional strategy from rehabilitation toward opportunity, the classification and management of inmates, and the development of a more just and humane environment for inmates by liberalizing institutions. Special inmate categories are discussed, including dangerous inmates, inmates requiring protection, mentally disabled or retarded inmates, long-term inmates, elderly inmates, and young inmates. In addition, the trend toward specialization in Canada's correctional system is examined. The report also contains references and figures.
