Abstract
THESE THREE CONFERENCES WERE HELD IN 1959, 1965 AND 1971. CONFERENCE PARTICIPANTS INCLUDED JUDGES, LAWYERS, LEGISLATORS AND LAYMEN CONCERNED WITH COURT MODERNIZATION. THE AUTHOR CONSIDERS THAT THE REASONED CONCLUSIONS REACHED BY CONCERNED SCHOLARS AND CITIZENS ARE A NECESSARY FOUNDATION TO ANY FURTHER EFFORT TO MAKE THE COURTS MATCH THE NEEDS OF TODAY'S SOCIETY. THE ROLE OF UNITED STATES SENATORS IN NOMINATING AND APPROVING PRESIDENTIAL JUDICIAL APPOINTMENTS IS DISCUSSED. A RETIREMENT AGE OF 70 IS RECOMMENDED FOR JUDGES.
