THIS PAPER TAKES A LOOK AT A PROGRAM IN THURSTON COUNTY, WA., THAT ATTEMPTED TO IMPROVE THE QUALITY OF JUDICIAL DECISION-MAKING, WHILE PROTECTING THE PUBLIC AND ATTEMPTING TO REDUCE RECIDIVISM.
Abstract
THE PROGRAM HAS ACCEPTED 80 CLIENTS SINCE ITS BEGINNING, ALL MEETING THE NECESSARY INTAKE AND PROGRESS STATUS AS STIPULATED IN THE EVALUATION DESIGN. AWOL AND ESCAPE RATES WERE MAINTAINED AT AN ACCEPTABLE RATE, AND RECIDIVISM RATES WERE ALSO ACCEPTABLY LOW. THE EFFORT PRODUCED A COST-SAVINGS OF $13,220. AMONG THE RECOMMENDATIONS FOR IMPROVEMENT WERE DEVELOPMENT OF WAYS TO INSURE THAT WOMEN BECOMING PART OF THE PROGRAM ARE ABLE TO FULLY PARTICIPATE, DEVELOPMENT OF AN ITEMIZATION OF EXPENSES, AND DEVELOPMENT OF A MANNER TO INFORM PEOPLE DELINQUENT IN WORK RELEASE BILLING PAYMENTS THAT THEY WILL BE CHARGED FOR THEIR BALANCE OWED....BDS
