This is an instructional manual for the implementation of the Tennessee Incident Based Reporting System (TIBRS), which is the method used to collect crime statistics in Tennessee.
Abstract
The introductory chapter explains how TIBRS works, presents jurisdictional reporting guidelines, defines an "incident," and explains the classification of an offense and offense categories. Chapter 2 addresses "Elements of Data Collection" which outlines the features of a Group A incident report, college/university codes, data on law enforcement officers killed or assaulted in the line of duty, and Group B arrest data. Chapter 3 presents Group A offense definitions. Group A offenses include arson; assault; bribery; burglary; counterfeiting/forgery; destruction/damage/vandalism of property; drug/narcotics offenses; embezzlement; extortion/blackmail; fraud; gambling; homicide; kidnapping/abduction; larceny/theft; motor vehicle theft; pornography/obscene material; prostitution; robbery; sex offenses, forcible; sex offenses, nonforcible; stolen property; and weapon law violations. Chapter 4 presents Group B offense definitions. These offenses include bad checks; curfew/loitering/vagrancy violations; disorderly conduct; driving under the influence; drunkenness; family offenses, nonviolent; liquor law violations; “peeping tom;” runaway; trespass of real property; and “all other offenses.” Chapter 5 presents definitions of gang types. These include prison gangs or security threat groups, street gangs, outlaw motorcycle gangs, terrorist or subversive organizations, organized crime, and "miscellaneous." An appended document shows how offenses found in the Tennessee Code Annotated (TCA) are generally classified according to the definitions developed by the FBI with the National Incident Based Reporting System (NIBRS) program.
