THE MAJOR TACTICAL OBJECTIVE OF THESE TEAMS IS TO INTERCEPT CRIME WHILE IT IS IN PROGRESS. THE THEORY OF RANDOM PATROL WAS APPLIED TO THE PROBLEMS OF THIS OBJECTIVE.
