THE DIRECTOR OF THE NEW YORK STATE DIVISION FOR YOUTH EXPLAINS THE DIRECTIONS THAT WILL BE TAKEN BY HIS AGENCY TO REDUCE INSTITUTIONAL INFLUENCES ON BOTH CLIENTS AND STAFF.
Abstract
STAFF AND CLIENTS ALIKE WILL BE GIVEN MORE INDIVIDUAL RESPONSIBILITY. STAFF WILL BE HELD MORE PERSONALLY ACCOUNTABLE AS A RESULT OF THE INCREASED RESPONSIBILITY. TRAINING SCHOOL SIZE WILL BE REDUCED. PARENT VISITS AND HOME FURLOUGHS WILL BE THE EXCEPTION RATHER THAN THE RULE. JUVENILE RIGHTS WILL BE PROTECTED TO A GREATER DEGREE AND OMBUDSMEN WILL BE APPOINTED TO OVERCOME BEAUROCRATIC BARRIERS TO REFORM.
