THE PROCEEDINGS OF A 2-DAY CONFERENCE ON CRIMINAL JUSTICE HELD IN NOVEMBER 1976 TO EXPLORE RELATIONSHIPS AMONG THE PROSECUTION, CORRECTIONS, AND PAROLE SYSTEMS IN NEW JERSEY ARE REPORTED.
Abstract
PRESENTATIONS AND DISCUSSIONS PERTAINING TO THE GRAND JURY PROCESS, TRIAL AND JURY PROCEDURES, CORRECTIONAL CLASSIFICATION, AND PAROLE BOARD HEARINGS ARE SUMMARIZED. EACH SUMMARY INCLUDES A BRIEF DESCRIPTION OF THE MECHANICS OF THE PARTICULAR PROCESS AND ITS PLACE WITHIN THE CRIMINAL JUSTICE SYSTEM, A DISCUSSION OF RELATED PROBLEM AREAS, AND RECOMMENDATIONS SUGGESTED BY CONFERENCE PARTICIPANTS. AMONG PROBLEM AREAS NOTED ARE A LACK OF COMMUNICATION AMONG COMPONENTS OF THE NEW JERSEY CRIMINAL JUSTICE SYSTEM, OVERCROWDING IN CORRECTIONS, RED TAPE, SCARCITY OF RESOURCES, AND CONFLICT WITH REGARD TO REHABILITATION VERSUS COMMUNITY PROTECTION. CONFERENCE PARTICIPANTS TOOK PART IN FOUR EXERCISES DESIGNED TO ACQUAINT THEM WITH THE MECHANICS OF EACH OF THE PROCESSES NOTED ABOVE. THE EXERCISES INVOLVED THE PARTICIPANTS IN DECISIONMAKING RELATED TO PROSECUTION OF A SUSPECTED MURDERER, TRIAL OF A DRUG-RELATED INCIDENT, CLASSIFICATION OF A SEX OFFENDER, AND PAROLE HEARING FOR A SEX OFFENDER. SUPPORTING MATERIALS INCLUDE DESCRIPTIONS OF THE EXERCISES, A SUMMARY OF AN EARLIER CRIMINAL JUSTICE CONFERENCE, TEXTS OF SPEECHES, AND A LIST OF PARTICIPANTS. (LKM)
