Abstract
In 1979, a joint Federal-Provincial undertaking was begun to plan for the future production, analysis, and distribution of national justice statistics. Support was given for a satellite operation of Statistics Canada to meet the requirements for national justice statistics. This report is the product of the working group's endeavors over the past 9 months and provides guidelines for the organizational structure, consultation mechanisms, programs, budget allocations, and a work plan for the proposed Canadian Centre for Justice Statistics. If approved by the Justice Information Council, these proposals will become the working model for the center. The center will consolidate the activities of those organizations that had responsibilities for justice information and statistics in the past. The establishment of the Center and its programs is intended to overcome the failure of the Justice Statistics Division to accomplish its purposes and a corresponding failure by jurisdictions to supply the required data completely and regularly. The overall purpose of the center is to support and produce statistics and information on the incidence of crime and the administration of criminal, civil, and administrative justice in Canada, so as to inform the public and guide policy development. Justice information reports are described following a discussion of organizational details. Program proposals are then presented in the areas of law enforcement, adult criminal courts, noncriminal courts, juvenile courts and postcourt services, corrections, legal aid, and the technical assistance directorate. Volume I concludes with discussions of the budget and the work plan. Volume II provides details on the methods for designing the center's programs. Appended is a list of those persons involved in the center's planning.
