This statutorily mandated annual report for 2006 presents Nebraska data on the number of motor vehicle stops; the race or ethnicity of the person stopped; the nature of any alleged law violation that resulted in the stop; and whether warnings or citations were issued, arrests made, or searches conducted as a result of the stops.
Abstract
In 2006, 461,854 traffic stops were reported in Nebraska. The breakdown of types of stops and related data by race remained relatively consistent throughout the years of reporting (2002-2006), with some variations in data on searches. In 2006, although 1.4 percent of all stops involved a criminal code violation, 3.8 percent of all stops involving Native Americans were for criminal violations. This is an increase from 2.6 percent in 2005. In 2006, 4.5 percent of all traffic stops resulted in custodial arrest; however, 20.0 percent of Blacks, 8.6 percent of Hispanics, and 9.9 percent of Native Americans stopped were arrested and taken into custody. Generally, in 2006, stops that involved Hispanic and Native American drivers resulted in arrest approximately twice as often as drivers of other races/ethnicity. Blacks were more than four times as likely to be arrested. In 2006, in 3.4 percent of all traffic stops, a search was performed. Hispanics were searched 6.2 percent of the time, and Native Americans were searched 7.4 percent of the time. For 2006, the Crime Commission received three reports from two agencies in which racial profiling was alleged in traffic stops. All allegations involved Black drivers.
