The 1990 Workshop on Training and Health and Welfare Personnel in Low Prevalence Countries focused on the prevalence of intravenous drug abuse and HIV disease as well as the content and organization of training programs for health and welfare personnel in Austria, Bulgaria, Czechoslovakia, Hungary, Poland, and Yugoslavia.
Abstract
The discussions also focused on changes in policy and intervention to address the program and further measures each country could take to initiate or develop training efforts alone or in cooperation with other countries. Bulgaria, Czechoslovakia, and Hungary reported no cases of HIV among drug abusers, although comprehensive statistics are lacking. In Yugoslavia the problem centers mainly in and around Belgrade. The situation in Poland is a source of particular concern. Participants agreed that training must be aimed at changing attitudes as well as transmitting knowledge and skills. It must also differ according to the needs of the groups of individuals being trained, be carefully organized based on national leadership and responsibility, and include specific topics.
