This paper describes the integrated model of vocational education and training in Western Australia's juvenile detention centers and discusses related issues.
Abstract
After reviewing the historical background that led to the formulation and implementation of the model, its characteristics are described. Due to coordinated support by various agencies, vocational and educational programs in each institution can now be incorporated into a planned and coordinated education and training approach. Significant human resources are currently allocated to the formal education and workshop-based training, as well as aspects of personal development in the detention centers. This new approach will ensure that educational and training activities serve the end of reintegrating youth into the community with constructive living skills. Programs will benefit from a more coordinated and structured approach in response to the needs of the juveniles and the reality of the labor market. From the outset, planners have realized that the move toward an integrated model of vocational training and education is but part of a broader educational program being developed in detention centers. Although this approach is suited to many of the incarcerated juveniles, it does not meet the needs of those students who wish to participate in full-time educational programs. 4 references
