The U.S. State Department, through its Diplomatic Security Service (DS), has worked with the Federal Law Enforcement Training Center to tailor a training program for personnel involved in protecting important State visitors in marine settings.
Abstract
The program design includes 1 day of classroom lecture and demonstrations, along with a half day of on-the-water practical exercises. The 8 hours of lecture is divided into four courses. A course on "Personal Safety in the Marine Environment" introduces the student to the marine and boating environment. A second course provides an overview of common boating emergencies, and a third course introduces students to all the proper advance survey procedures and instructs them in the proper methods of establishing security in a marine setting. The final course covers the proper emergency procedures needed for contingency planning. In the practice experience, students observe proper techniques for line handling, boat handling, and motorcade tactics on the water. Without the students' prior knowledge, an "aggressor" vessel approaches the formation in two separate scenarios designed to give the students practical experience in responding to a threat.
