THE ANNUAL EVALUATION OF GEORGIA'S DEPARTMENT OF OFFENDER REHABILITATION STAFF TRAINING PROGRAM IS PRESENTED FOR FISCAL YEAR 1978.
Abstract
THE PROGRAM'S GOALS WERE (1) TO FORMULATE A PLAN TO INCREASE STATE FUNDING FOR TRAINING AS FEDERAL FUNDS DIMINISH: (2) TO DEVELOP A SYSTEM FOR DATA COLLECTION AND ANALYSIS WHICH WOULD RELATE THE TRAINING PROGRAMS TO DEPARTMENTAL GOALS AND OBJECTIVES; (3) TO CONDUCT 13 BASIC TRAINING PROGRAMS OF 3 WEEKS' DURATION FOR UP TO 500 CORRECTIONAL PERSONNEL; (4) TO CONDUCT 4 5-DAY MANAGEMENT TRAINING WORKSHOPS FOR 120 STAFF MEMBERS; (5) TO OFFER 3 PHASES OF WORK STUDY PROGRAMS AT THE UNIVERSITY OF GEORGIA, EACH CONSISTING OF 15 QUARTER HOURS PER PHASE, WITH AN ENROLLMENT OF 45 EMPLOYEES; (6) TO CONTINUE ENROLLMENT OF 11 EMPLOYEES IN A WORK STUDY PROGRAM AT THE UNIVERSITY; AND (7) TO CONDUCT 12 IN-SERVICE TRAINING WORKSHOPS OF 3 DAYS EACH FOR 360 STAFF MEMBERS. AT THE TIME OF THE REPORT, THE EFFORTS TO INCREASE STATE FUNDING AND TO DEVELOP A DATA COLLECTION AND ANALYSIS SYSTEM WERE UNDER WAY. THE GOALS FOR THE BASIC TRAINING PROGRAMS, THE MANAGEMENT TRAINING WORKSHOPS, AND THE CONTINUED ENROLLMENT IN THE WORK STUDY PROGRAM WERE MET. ONLY 80 PERCENT OF THE GOAL FOR NEW ENROLLMENTS IN THE WORK STUDY PROGRAM WERE MET, AND ONLY 9 OF THE IN-SERVICE WORKSHOPS WERE HELD FOR 63 PERCENT OF THE PLANNED PARTICIPANTS. A DATA ANALYSIS OF THE PARTICIPANTS IS INCLUDED ACCORDING TO SEX, RACE, AGE, AND EDUCATION, FURTHERMORE, THE FOLLOWING INDIVIDUAL PROGRAMS ARE EVALUATED: ORIENTATION, HUMAN RELATIONS, SECURITY, RULES AND REGULATIONS, FIRST AID, RADIO COMMUNICATIONS, FIREARMS, AND IN-SERVICE TRAINING. FINALLY, THE STAFF ADVISOR RATINGS OF THE TRAINEES ARE DISCUSSED, AND THE TRAINEES' ATTITUDES TOWARDS THE PROGRAMS ARE DESCRIBED. TABLES AND AN APPENDIX CONTAINING TRAINING SCHEDULES AND OBJECTIVES ARE INCLUDED.
