This technical assistance report deals with a training needs assessment, the design of a training package system analysis flow chart, and recommendations for short- and long-term executive training in the King County Sheriff's Department (Wash.)
Abstract
Data for the report were obtained from an historical review of the King County Training Division that provided insight into organizational goals and philosophies; a literature review of law enforcement training, evaluation, testing, and curriculum development; and an onsite visit that involved interviews with appropriate personnel. An assessment of the current training system found (1) the mission statement of the training division to be inadequately defined and documented, (2) no common theme or uniform plan for developing and presenting instruction to management personnel, (3) inconsistency in previous management training, and (4) limited personnel strength in the training division. The recommendations focus on activities that must be completed prior to any serious thought of implementing an evaluation system, activities to be done in preparation for the evaluation implementation, and activities of an effective police training evaluation system for the county. A systematic analysis and decisionmaking model for the county is graphically portrayed, and a discussion of short- and long-term management training covers training objectives, participants, training design, training delivery, training issues, and pretraining tasks.
