THE PAPER DISCUSSES THE PRESENT STATE OF KNOWLEDGE ABOUT SUCH PROGRAMS, INCLUDING THE WAYS IN WHICH THEY OPERATE; THE OUTCOMES OF CLIENTS WHO PARTICIPATE IN THEM; THE OUTLOOK FOR EVALUATING THE PROGRAMS' IMPACT; AN ANALYSIS OF THE ASSUMPTIONS WHICH UNDERLIE THE PROGRAMS' OPERATIONS; AND CONSIDERATION OF MAJOR ISSUES WHICH WILL AFFECT FUTURE EVALUATIONS OF THE PROGRAMS.
