This article describes the structure, operations, and achievements of the Will County, Ill., transition team which coordinated the transition to a new podular, direct-supervision jail.
Abstract
The transition team, which was formed in April 1987, consisted of sheriff's department personnel with the expertise required for transition tasks. Team assignments covered the following functional areas: training, administration, security/construction, policy and procedure coordination, support services, programs, and intake/release. The transition team used the principles of management by objectives and team building. Individualism, cooperation, and teamwork were emphasized. The team maintained liaison with the Will County Public Building Commission, county elected officials, and appointed county department heads. Throughout the 2 1/2-year project, policy, procedures, and post orders were developed, improved, and updated. Team members were trained to train facility staff, and training programs for civilian and sworn jail staff were instituted. All purchases of nonconstruction equipment, office furniture, inmate furniture, exercise equipment, and supplies as well as other contracts were written to county specifications, bid out, received, accounted for, and placed in the facility. Inmate orientation and outside agency orientation video tapes were produced.
