The Transitional Aftercare Model (TAM), implemented in Forsyth County, North Carolina in 1986 is described, and the benefits of its use of home confinement and electronic monitoring in an aftercare setting for juveniles are assessed.
Abstract
A cost-effective alternative to extended periods of incarceration for juveniles, the TAM did not result in a higher rate of recidivism but was too limited in its implementation to fully determine its effects. TAM emerges as a conceptually superior model for aftercare as the program involves reunification and treatment of the family and bases its progress on behavior. Additionally, TAM facilitates obtaining community services and structures the transition of the juvenile. TAM offers a promising approach for juvenile aftercare. 1 figure and 14 references
