This chapter describes transitional arrangements for implementing criminal justice system reforms in Queensland, Australia, as recommended by the Commission of Inquiry Into Possible Illegal Activities and Associated Police Misconduct.
Abstract
The proposed reforms recommended by the Commission will result in fundamental changes to the organization and operation of the machinery of government and the criminal justice system in Queensland including the Police Force. The reform implementation will be lengthy and require constant management and oversight to ensure that reforms are achieved. This chapter outlines transitional arrangements for the Police Force and the process to be followed in establishing the Criminal Justice Commission and the Electoral and Administrative Review Commission. The discussion of transitional arrangement for the Police Force covers interim leadership, reformed leadership and staffing, and other immediate initiatives such as the amendment of the Police Act to allow for the recommended reforms. The discussion of the establishment of the Criminal Justice Commission which will be a permanent commission to ensure continuing monitoring and reform of the criminal justice system covers authorizing legislation, staffing, and budget. Other guidelines pertain to the development of an Electoral and Administrative Review Commission and the establishment of an Implementation Unit which will conduct transitional operations only until the Criminal Justice Commission is fully operational.
