THIS TRAINING MATERIAL FOR POLICE OFFICERS DISCUSSES THE PLANNING, PERSONNEL, EQUIPMENT, AND PROCEDURE FOR TRANSPORTING ARRESTEES TO POLICE FACILITIES.
Abstract
THE PROPER TRANSPORT OF PRISONERS REQUIRES THAT PRIOR ARRANGEMENTS BE MADE REGARDING THE USE OF SPECIAL EQUIPMENT, VEHICLES, ADDITIONAL MANPOWER, AND SUPPORT. PREPARATION MUST ALSO PRISONERS IN NONPLANNED ARREST SITUATIONS. WHENEVER POSSIBLE, A BACK-UP UNIT SHOULD BE ASSIGNED TO ASSIST WITH A PRISONER TRANSFER. WHILE THE PATROL WAGON PROVIDES OPTIMUM OFFICER SAFETY IN TRANSPORTING PRISONERS, THE PATROL CAR IS THE BASIC MEANS OF TRANSPORTING PRISONERS. RESTRAINING DEVICES FOR PRISONERS, A PROTECTIVE SCREEN BETWEEN THE DRIVER AND PRISONERS, AND THE PRESENCE OF AN OFFICER IN THE REAR SET WITH THE PRISONER SHOULD BE PROVIDED IN THE PATROL CAR. THE PROPER SEARCH AND RESTRAINT OF PRISONERS PRIOR TO TRANSPORT IS ESSENTIAL TO THE OFFICER'S SAFETY. INJURED PRISONERS MAY HAVE TO BE TAKEN TO A HOSPITAL. SECURITY MUST BE PROVIDED IN TRANSPORT TO THE HOSPITAL AND DURING THE PRISONER'S HOSPITAL STAY. WHEN TRANSPORTING A FEMALE PRISONER, A MALE OFFICER SHOULD FOLLOW PROCEDURES DESIGNED TO PROTECT HIMSELF FROM CHARGES OF SEXUAL ADVANCES. THIS WOULD INCLUDE REPORTING THE BEGINNING AND ENDING ODOMETER READING TO THE DISPATCHER, ALONG WITH THE PHYSICAL CONDITION OF THE PRISONER AT THE BEGINNING OF TRANSPORT. THE NAMES OF WITNESSES AT THE TIME AND PLACE OF ARREST SHOULD ALSO BE OBTAINED BY THE OFFICER. TRANSPORT SHOULD BE BY THE MOST DIRECT ROUTE TO THE POLICE FACILITY. COMMUNICATION WITH THE PRISONER DURING TRANSPORT SHOULD STOP SHORT OF INTERROGATION, SO AS TO AVOID LEGAL ENTANGLEMENTS.
