Abstract
The panel initially notes that there is no clear definition of alcohol and drug abuse addiction other than it being a condition of dependency that presents significant problems for the person in terms of functioning constructively within families and relationships as well as jobs and other behavioral contexts. The panel indicates that a significant majority of alcohol and drug abusers do not believe that they have an abuse problem; consequently, they do not seek treatment. Other than being forced into treatment through coercive mechanisms such as the justice system, treatment is the responsibility of the individual who has the disorder. The panel points out that the stigma of abuse in families and in society may deter some abusers from seeking treatment. The panel emphasizes that dependency is a health problem and is not a measure of a person's morality or worth as a person. In terms of intervention and treatment strategies, the panel indicates the importance of a comprehensive diagnosis that involves a thorough physical and mental evaluation in order to determine all treatment needs. The matching of treatment strategies and techniques to the needs of each individual is especially important in the panel's view. Treatment options and methodologies mentioned are cognitive behavioral therapy, group therapy, and substitute medicines that impede dependency on particular drugs. Since drug dependency is a chronic condition, the panel advises that treatment and recovery must be ongoing.
