DESCRIPTIONS OF PROJECTS INITIATED AS PART OF THE TREATMENT ALTERNATIVES TO STREET CRIME (TASC) PROGRAM COMMISSION BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE ARE PRESENTED.
Abstract
THE TASC PROGRAM EVOLVED FROM OBSERVATIONS THAT MANY DRUG-DEPENDENT PERSONS ENGAGE IN STREET CRIME TO SUPPORT THEIR DRUG HABITS AND ARE RECURRINGLY ARRESTED, RELEASED, AND REARRESTED. TO BREAK THIS CYCLE, TASC PROJECTS HAVE BEEN ESTABLISHED TO CHANNEL DRUG-DEPENDENT ARRESTEES INTO TREATMENT THAT CAN REHABILITATE THEM AND HELP THEM BECOME PRODUCTIVE AND LAW-ABIDING CITIZENS. TELEPHONE INTERVIEWS WERE CONDUCTED IN 1975 TO OBTAIN SPECIFIC TYPES OF INFORMATION ABOUT TASC PROJECTS INCLUDING STAGES IN CRIMINAL JUSTICE PROCESSING WHEN TASC INTERVENTIONS OCCUR, TASC ELIGIBILITY CRITERIA, CLIENT DEMOGRAPHIC AND DRUG USE DATA, DISTRIBUTION OF CLIENTS BY TREATMENT MODALITY, AND PROJECT STAFFING PATTERNS AND EXPENDITURES. INFORMATION DERIVED FROM THESE INTERVIEWS WAS USED TO SELECT 10 PROJECTS, FOR FIELD INVESTIGATION. THE PROJECTS INCLUDED IN THE TASC NATIONAL EVALUATION PROGRAM ARE LOCATED IN RICHMOND, VA., CINCINNATI, OHIO; MIAMI, FLA.; DENVER, COLO.; INDIANAPOLIS, IND.; MARIN COUNTY, CALIF.; DAYTON, OHIO; ALAMEDA COUNTY, CALIF.; KANSAS CITY, MO.; AND BIRMINGHAM, ALA.
