This manual presents a revised edition of the Treatment Demand Indicator (TDI) protocol (version 3.0), whose purpose is to collect comparable and reliable information on the number and characteristics of drug users presenting for treatment in European Union (EU) Member States.
Abstract
An introductory chapter presents the history of the TDI, along with its objective, purpose, methodological implications, and implementation. The general principles of TDI protocol 3.0 are also presented in this chapter. These general principles address monitoring versus research/ad hoc studies; the hierarchy of data needs; data reporting versus data collection; individuals versus treatment episode; treatment incidence versus treatment prevalence; and changes in definition and implications for past data. A second chapter presents guidelines themselves. The guidelines pertain to definitions related to data collection on drug treatment. The definitions address case definition, drug treatment, start of treatment, end of treatment, treatment episode, treatment center/program, primary drug, secondary drug, polydrug -use problem, HIV or HCV testing uptake, needle/syringe sharing, and opioid substitution treatment. Methodological and ethical issues are discussed in the third chapter. This chapter focuses on the time reference period; patterns of drug use: drugs of reference; coverage; data quality; double counting; and ethical issues and data protection. Appended graphical description of case definition, and a summary table of comparison of items from TDI version 2.0 and TDI version 3.0
