THE EXTENT AND CAUSES OF JUVENILE DELINQUENCY, THE DISPOSITION OF JUVENILE CASES, THE INSITUTIONAL TREATMENT OF JUVENILES, COMMUNITY-BASED TREATMENT FOR JUVENILES, AND DELINQUENCY PREVENTION ARE DISCUSSED.
Abstract
CONCLUSIONS OF THE 46TH INTERNATIONAL TRAINING COURSE ON THE TREATMENT OF JUVENILE DELINQUENTS AND YOUTHFUL SUMMARIZED, WITH REPRESENTATION FROM MALAYSIA, SRI LANKA, 19 THROUGH JULY 8, 1977, WITH THE PARTICIPATION OF 24 OFFICIALS REPRESENTING 15 COUNTRIES: BURMA, ECUADOR, ETHIOPIA, HONG KONG, INDIA, IRAN, IRAQ, THE REPUBLIC OF KOREA, MALAYSIA, NEPAL, THE PHILIPPINES, SINGAPORE, SRI LANKA, THAILAND, AND JAPAN. THE EXTENT AND CAUSES OF JUVENILE DELINQUENCY AND YOUTH CRIME ARE CONSIDERED FOR THE COUNTRIES REPRESENTED. SUMMARY STATISTICS ON THE EXTENT OF DELINQUENCY ARE INCLUDED FOR BURMA, KOREA, INDIA, THE PHILIPPINES, AND JAPAN. IN CONCLUSIONS REGARDING THE DISPOSITION OF JUVENILE CASES, THE ROLES AND FUNCTIONS OF JUVENILE COURT AND DISPOSITION ALTERNATIVES AND STANDARDS ARE THE ISSUES GIVEN ATTENTION. THE IMPROVEMENT AND EXPANSION OF APPROPRIATE REHABILITATIVE PROGRAMS IN THE INSTITUTIONAL TREATMENT OF JUVENILES WAS A MAJOR CONSIDERATION IN THE COURSE. CONCLUSIONS ABOUT SPECIAL INSTITUTIONS AND CLASSIFICATION SYSTEMS, TOGETHER WITH TYPES OF TREATMENT PROGRAMS ARE OFFERED. DEVELOPMENT OF PROBATION, PAROLE, AFTERCARE, AND OTHER COMMUNITY-BASED TREATMENT MEASURES CONSTITUTES ANOTHER MAJOR AREA CONSIDERED. SPEICIFIC ATTENTION IS GIVEN TO THE FOLLOWING ISSUES: THE NECESSITY OF COMMUNITY-BASED TREATMENT MEASURES, AVAILABILITY OF COMMUNITY-BASED TREATMENT SERVICES, OBSTACLES TO AND MEANS FOR THE DEVELOPMENT OF SERVICES, AND THE USE OF VOLUNTEERS AND VOLUNTARY ORGANIZATIONS. EFFECTIVE PREVENTIVE MEASURES FOR JUVENILE DELINQUENCY IS THE FINAL MAJOR AREA CONSIDERED. THE ROLES OF FAMILY, SCHOOL, RELIGIOUS ORGANIZATIONS, THE COMMUNITY, AND THE POLICE IN PREVENTION EFFORTS ARE DISCUSSED, THE COORDINATION OF ACTIVITIES OF CONCERNED AGENCIES AND THE INCORPORATION OF CRIME PREVENTION PROGRAMS IN SOCIAL DEVELOPMENT PLANNING ARE ALSO ISSUES EXAMINED IN PREVENTION MEASURES.
