This annual report describes the activities during 1994 of the City of Westminster (California) Tri-Agency Resource Gang Enforcement Team, coordinated through the police department, probation department, and district attorney's office.
Abstract
The report reviews gang activity in Westminster, target subjects of the Gang Unit's activities, efforts toward crime reduction, and future issues. Three years of program implementation have produced significant progress in identifying and addressing gang-related problems in the city. Since 1990, the program has identified and verified over 1,500 individual gang members belonging to 27 gangs operating in Westminster; targeted 75 verified gang members for intensive investigation, probation supervision, and prosecution, 55 percent of whom are currently in custody; and produced a 50 percent decrease in serious gang-related crime. The sponsoring agencies have lent their expertise in investigation, search warrants, and prosecutions to criminal justice professionals in other agencies and jurisdictions. As a result of program efforts, the district attorney has prosecuted 205 cases involving 241 gang members, and achieved a 99 percent conviction rate since the program was implemented. 34 tables, 7 figures, 4 references, and 6 appendixes
