Abstract
THE JUDICARE CONCEPT OF DELIVERING LEGAL SERVICES TO THE POOR RESULTED IN AN UNEQUAL DISTRIBUTION OF SERVICES. THE POORER THE RECIPIENTS, THE LESS LEGAL SERVICE THEY RECEIVED, BUT THE REAL TROUBLE WITH THE PROGRAM WAS THAT IT WAS AN UNCONTROLLABLE SYSTEM DEPENDING ON THE SEPARATE AND INDEPENDENT DECISIONS OF HUNDREDS OF LAWYERS
