A REPORT OF THE FOURTH YEAR OF THE TULSA, OKLA., VICTIMS PROGRAM SET UP TO RECEIVE REFERRALS OF VICTIMS AND OFFENDERS FROM THE JUDICIARY IS PRESENTED.
Abstract
THE PROGRAM WAS DEVELOPED SO THE JUDICIARY COULD REFER YOUNGSTERS TO A VICTIMS COORDINATOR WHO WOULD ARRANGE FOR THE JUVENILE TO PERSONALLY APOLOGIZE TO THE VICTIM OF THE OFFENSE. ADDITIONALLY, A PLAN OF RESTITUTION WAS TO BE DEVISED AND IMPLEMENTED. IT WAS FELT THAT THROUGH THESE ACTIVITIES CRIME WOULD BECOME MORE PERSONALIZED TO OFFENDERS, AND VICTIMS WOULD VIEW OFFENDERS AS PERSONS OF WORTH. DURING 1978, THE INTAKE DEPARTMENT REFERRED 918 VICTIMS TO THE VICTIMS PROGRAM OF WHICH 130 WERE LATER REFERRED BY THE JUDICIARY. THE VICTIMS COORDINATOR HAD TELEPHONE CONTACTS WITH AT LEAST 50 PERCENT OF THESE VICTIMS. IN 1979 AN ESTIMATED 200 VICTIMS INITIATED THE FIRST CONTACT WITH THE COORDINATOR. A CHART OUTLINES THE NUMBER OF CONTACTS FOR THE PAST 2 YEARS WHICH THE VICTIMS COORDINATOR HAD WITH VICTIMS AND STAFF. LAST YEAR'S ANNUAL REPORT ON THE PROGRAM AND TABULAR DATA FOR 1978-1979 ARE INCLUDED. (MJW)
