AFTER A REVIEW OF THE DEVELOPMENT OF COMMUNITY COLLEGE PROGRAMS IN LAW ENFORCEMENT, THIS ARTICLE REPORTS ON THE STATUS OF THESE PROGRAMS IN 1976 AND PREDICTS THE TRENDS IN CURRICULA, STUDENTS, ADMINISTRATION, AND STAFFING.
Abstract
THE PROCESS INVOLVED IN ESTABLISHING A TWO-YEAR PROGRAM IN LAW ENFORCEMENT IS TRACED, AND THE FACTORS WHICH INFLUENCED THE DEVELOPMENT OF THESE PROGRAMS ARE NOTED. THESE INCLUDE POLICE AGENCY SUPPORT FOR SUCH PROGRAMS, AND ISSUANCE OF GUIDELINES ON LAW ENFORCEMENT TWO-YEAR PROGRAMS. AS THESE PROGRAMS WERE DEVELOPED, A NUMBER OF PROBLEMS SURFACED. THESE ARE HIGHLIGHTED IN THIS ARTICLE, AND INCLUDE ABSENCE OF WELL-PREPARED FACULTY, OVERLAP OF COMMUNITY COLLEGE AND POLICE DEPARTMENT PROGRAMS, AND LACK OF PLANNING IN TERMS OF GEOGRAPHICAL DISTRIBUTION. DEVELOPMENT COSTS AND STUDENT COSTS FOR THESE PROGRAMS WERE MODEST. FEW MAJOR CURRICULUM DEVELOPMENTS WERE NOTED FOR THE 1966-1976 PERIOD, ALTHOUGH SOME CORRECTIONS ORIENTED COURSES HAVE BEEN ADDED. THE AUTHOR PREDICTS THAT FUTURE DEVELOPMENT OF THESE TWO-YEAR PROGRAMS MAY BRING ABOUT GREATER EMPHASIS ON CORRECTIONS, SECURITY, AND JUVENILE JUSTICE; AN INCREASE IN ENTRANCE AND PROMOTION STANDARDS IN CRIMINAL JUSTICE AGENCIES; A CONTINUED MIXTURE OF NEW STUDENTS WITH IN-SERVICE PERSONNEL; AND GRADUAL EMPLOYMENT OF MORE CRIMINAL JUSTICE SYSTEM-ORIENTED STAFF....DMC
