THIS PAPER OUTLINES SOME PRINCIPLES USEFUL IN DESIGNING A MANAGEMENT INFORMATION SYSTEM (MIS) FOR PUBLIC SERVICE ORGANIZATIONS.
Abstract
IT RELATES SYSTEM DESIGN TO MANAGEMENT STYLE, MANAGEMENT ACCOUNTABILITY, AND AGENCY GOALS. THE MIS USED FOR MANY YEARS BY THE CALIFORNIA HIGHWAY PATROL (CHP), THE ONLY LAW ENFORCEMENT AGENCY HAVING JURISDICTION ON ALL THE STATE'S HIGHWAYS, IS BRIEFLY DESCRIBED. A CONCEPTUAL ALTERNATIVE IS THEN PRESENTED AND DESCRIBED BASED ON THE PRINCIPLES MENTIONED EARLIER. TO IMPLEMENT THIS KIND OF A SYSTEM, THE CHP WOULD HAVE TO RECONSIDER ITS MANAGEMENT PHILOSOPHY AND STYLE, HOLD ITS MANAGERS REALLY ACCOUNTABLE, AND LEARN TO TIE ITS PERFORMANCE TO SPECIFIC GOALS.
