This paper discusses the merging of UNCORE (language component) and the National Information Exchange Model (NIEM) (information exchange system) to create a collaborative and comprehensive cross-boundary network of information.
Abstract
In today's cross-boundary, shared-mission environments, results depend on effective collaboration. In order for collaboration to be effective, it requires a common operating picture and dynamic, accurate, and verifiable situational awareness among all involved parties. The solution, the meshing of UNCORE (a language component) with the National Information Exchange Model (NIEM). NIEM and UCORE demonstrate that they complement each other with UCORE adding the who/what/where/when digest of data to NIEM messages. This would allow, for example, the U.S. Department of Defense (DoD) to understand a NIEM conformant message coming from their civilian counterparts. This paper presents success stories of the UNICORE and NIEM collaboration such as the Department of Homeland Security (DHS), Unified Incident Command and Decision Support (UICDS) and the Maritime Domain Awareness (MDA) initiative.
