This report summarizes a training course held in Japan from May 15 to July 7, 2000, and sponsored by a United Nations affiliate, the Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders; the course focused on current issues in correctional treatment and effective countermeasures.
Abstract
The prison officials, judges, and other officials who attended included 10 individuals from Japan, 8 from Asia, 1 from Oceania, 3 from Latin and South America, and 1 from Africa. The training course included 10 lectures by visiting experts, 5 ad hoc lectures, 6 lectures by staff of UNAFEI, individual presentations by participants, group workshop sessions, and visits to agencies and institutions in Japan. The participants examined ways to strengthen and improve correctional treatment systems and prison conditions. They conducted a comparative analysis of the current situation and problems in correctional practices, including the issues of overcrowding and the care and rehabilitation of elderly, drug addicted, and female inmates. Other topics included prisoners’ rights, juvenile inmates, corrections standards, legislation regarding prison conditions, computer-related crime, and foreign inmates.
