This book presents the APEX (Achieving Performance Excellence) Public Safety Model, with a focus on improving the performance of correctional agencies.
Abstract
The book's chapters focus on several of the APEX domains. One domain, "Operations Focus," has two components: safe and secure supervision and settings, as well as process management. The discussion focuses on the management of all safety and security procedures; the management of individuals and populations under supervision; and the management of control, operations, and security in correctional environments. The description of process management addresses the importance of leadership, tactics and strategies, human resources requirements, and a systems view of process management. The domain of "Stakeholder Focus" involves setting the stage for building positive relationships with internal and external stakeholders. This involves the exchange of information between agencies and stakeholders and engaging stakeholders in supporting the mission of the agency. This can lead to increased opportunities for clients, enhanced operations, and a positive relationship with the public. A third APEX domain is "Workforce Focus." Related discussions contain guidance on the concepts and approaches that assist in developing a work culture that facilitates productivity and engages staff intellectually and emotionally. Another APEX domain, "Strategic Planning" is a key component in any leader's portfolio. This chapter discusses strategy development, implementation, sustainability, engagement of staff and other stakeholders, and communication through the planning and implementation processes. The domain of "Measurement, Analysis, and Knowledge Management" is essential in every successful correctional operation. This chapter offers guidance on using these tools to improve organizational performance and make use of information and knowledge. The last domain, "Results," has links to all of the other domains in encouraging a results-focused way of approaching organizational systems thinking. Organizational performance and improvement outcomes are considered. An extensive bibliography lists publications by APEX domain category.
