OUTLINE OF THE PLAN DEVELOPED BY POUND, A HARVARD LAW SCHOOL DEAN, FOR SINGLE, STRUCTURED STATE COURT SYSTEMS, AND A LIST OF STATES WHICH HAVE ADOPTED HIS SUGGESTIONS.
Abstract
POUND USED HIS POSITION OF NATIONAL PROMINENCE TO ADVOCATE HIS UNIFIED COURT CONCEPT. HE CALLED FOR EACH STATE TO ADOPT A SINGLE, STRUCTURED COURT DIVIDED INTO TWO OR THREE LEVELS OR BRANCHES, ONE TO HANDLE APPELLATE CASES, AND ONE OR TWO FOR TRIAL WORK. THE BUSINESS AND PERSONNEL AFFAIRS OF THE COURTS UNDER POUND'S SYSTEM ARE MANAGED BY A CHIEF JUSTICE ASSISTED BY AN ADMINISTRATIVE DIRECTOR AND STAFF.
