THIS TWO VOLUME SET INCLUDES A GUIDANCE MANUAL ON THE EXPERIENCE OF STATES WHICH HAVE IMPLEMENTED THE UNIFORM ALCOHOLISM AND INTOXICATION TREATMENT AND AN EXECUTIVE SUMMARY OF THE GUIDANCE MANUAL.
Abstract
THE UNIFORM ACT IS NOT A FEDERAL STATUTE, BUT IS RECOMMENDED UNIFORM LEGISLATION DEVELOPED BY THE NATIONAL CONFERENCE OF COMMISSIONERS ON UNIFORM STATE LAWS. THE UNIFORM ACT HAS PROVEN VERY POPULAR; MORE THAN HALF THE STATES AND TERRITORIES HAVE ENACTED VERSIONS OF IT, MANY OTHERS ARE ABOUT TO FOLLOW SUIT, AND CONGRESS HAS AUTHORIZED SPECIAL INCENTIVE FUNDS. THE BEST KNOWN OF THE ACT'S PROVISIONS IS THE DECRIMINALIZATION OF PUBLIC DRUNKENNESS. OTHER PROVISIONS PROVIDE FOR: A NON-CRIMINAL, VOLUNTARY, TREATMENT-ORIENTED APPROACH TO THE CONTROL AND CARE OF ALCOHOLICS AND INTOXICATED PERSONS; SERVICES AND PROCEDURES FOR THE IMMEDIATE CARE AND LIMITED CONTROL OF ALCOHOL-IMPAIRED PERSONS; AND SERVICES AND PROCEDURES FOR LONG-TERM AND/OR INVOLUNTARY CARE OF DANGEROUS AND/OR INCAPACITATED PERSONS WITH CONTINUING SEVERE ALCOHOL IMPAIRMENT. THE GUIDANCE MANUAL CONSISTS OF A SET OF QUESTIONS, ACCOMPANIED BY COMMENTARY. TOPICS CONSIDERED IN THE MANUAL INCLUDE THE UNIFORM ACT'S IMPACT IN RELATION TO PUBLIC ATTITUDES AND AVAILABLE RESOURCES; THE EFFECT OF IMPLEMENTATION ON SUCH FACTORS AS DECRIMINALIZATION, VOLUNTARINESS, AND TREATMENT; STATE AGENCY RESPONSIBILITY AND PROGRAM STANDARDS; COMPREHENSIVE TREATMENT; IMMEDIATE SERVICES; AND CONTINUING INVOLUNTARY CARE.
