This document describes approaches to implementing an incident-based reporting (IBR) system, including a model incident report, a standard data entry guide, data entry screens, and software design suggestions.
Abstract
The specifications are intended for use by Federal, State, and local systems personnel, such as computer programmers and analysts, who are responsible for developing an IBR system that meets requirements of the National Incident-Based Reporting System (NIBRS). In order for an IBR system to function efficiently, incident report forms and/or other media must be standardized for participating agencies. An example of an incident report form is included to demonstrate that information required by the NIBRS can be captured on one page. The data entry guide presents a methodology for collecting NIBRS data and covers data entry issues associated with NIBRS reporting. Two sets of suggested data entry screens are provided. Condensed screens can be used when the data capture document is standardized within a participating agency's organization. Expanded screens can be used where the initial data collection document is not as conducive as a direct entry document and particularly where incident reports are not standardized. Design considerations related to converting summary data submissions to IBR at the national level are examined.
