Abstract
With 40,569 offenses reported, July recorded the highest index of index offenses, while February was the lowest with 31,054. The total value of property stolen amounted to $675.5 million in 1991, a 1-percent decrease over 1990. Stolen motor vehicles accounted for 65 percent of all stolen property and 94 percent of recovered property value. A total of 85,108 persons were arrested for index offenses; adult index arrests decreased by 2 percent and juvenile arrests increased by 7 percent over 1990. Of index arrests, 54 percent were white, 45 percent were black, and 1 percent were other races. Police cleared 19 percent of index offenses, and juveniles accounted for 23 percent of these clearances. Violent crimes reported in 1991 totaled 49,119, a 2-percent decrease over 1990. The violent crime rate decreased by 2 percent to 6.4 victims per 1,000 permanent inhabitants. A total of 372,544 nonviolent crimes were reported in 1991, and nonviolent crime accounted for 88 percent of the total crime index. No police officers were feloniously killed in the line of duty during 1991, although 3,972 were assaulted.
