This article reviews the efforts of the United Nations to assist Kosovo in the establishment of a corrections system.
Abstract
The author discusses the United Nations’ Mission in Kosovo (UNMIK) focusing on its efforts to rehabilitate and reestablish corrections operations in Kosovo. The correction effort was begun in 1999 and consisted of an initial visit followed by a needs assessment resulting in a six part plan specifically including: 1) the takeover of the Prizren Detention Center by the Penal Management Division of the Kosovo Correctional Center with oversight by British corrections managers; 2) the redevelopment of inmate transportation programs and protocols; 3) the repair of the Dubrava Prison; 4) the implementation of corrections officer training course; 5) the revision of prison rules and disciplinary codes by UNMIK; and 6) the codification of administrative practices and procedures to be used in a correctional agency. The author also presents discussion of the efforts undertaken between 1999 and 2001 to implement this plan, the types of support available to the developing Kosovo Correctional Service, and identifies the organizational values employed by the new corrections agency.
