THE ORGANIZATION OF THE TRAINING COURSE, AS WELL AS THE SUBJECTS DISCUSSED AT THE MEETINGS, IS SUMMARIZED.
Abstract
THE TRAINING COURSE ON HUMAN RIGHTS IN THE ADMINISTRATION OF CRIMINAL JUSTICE WAS HELD, WITH THE COOPERATION OF THE UNITED NATIONS LATIN AMERICAN INSTITUTE FOR THE PREVENTION OF CRIME AND THE TREATMENT OF OFFENDERS, AT THE HEADQUARTERS OF THE CENTRAL AMERICAN INSTITUTE FOR PUBLIC ADMINISTRATION (CAIPA). THE COURSE COMPRISED THE FOLLOWING ACTIVITIES: THE FIRST WEEK WAS DEVOTED TO CONSIDERATION OF ARREST, CRIME INVESTIGATION, AND DETENTION PENDING TRIAL; THE SECOND WEEK WAS DEVOTED TO CONSIDERATION OF THE TREATMENT OF PERSONS IN CUSTODY PENDING TRIAL AND PERSONS SERVING A SENTENCE OF IMPRISONMENT; THE THIRD WEEK WAS DEVOTED TO SPECIAL TALKS BY EMINENT COSTA RICAN LECTURERS (MINISTERS, MAGISTRATES, JUDGES, STATE COUNSELS GENERAL, ETC.). THE ACTIVITIES WERE SUPPLEMENTED BY OBSERVATION VISITS TO VARIOUS TYPES OF REHABILITATION CENTERS AND INSTITUTIONS FOR MEN, WOMEN, AND MINORS. THE SUBJECTS DISCUSSED INCLUDED: PROTECTION OF HUMAN RIGHTS DURING INVESTIGATION AND PROSECUTION; PROTECTION OF HUMAN RIGHTS DURING THE INSTITUTIONAL AND NONINSTITUTIONAL TREATMENT OF OFFENDERS; AND EVALUATION AND IMPACT OF THE COURSE. APPENDIXES PRESENT A LIST OF FELLOWS AND OBSERVERS AND THE PROGRAM OF THE TRAINING COURSE. ALSO INCLUDED ARE OUTLINES OF LECTURES, AS WELL AS RELEVANT PROVISIONS OF THE UNIVERSAL DECLARATION OF HUMAN RIGHTS, THE INTERNATIONAL COVENANT ON CIVIL AND POLITICAL RIGHTS, THE STANDARD MINIMUM RULES FOR THE TREATMENT OF PRISONERS, AND THE DRAFT PRINCIPLES ON FREEDOM FROM ARBITRARY ARREST AND DETENTION. IN ADDITION, THE PAMPHLET PRESENTS THE JUDGE'S RULES (ENGLAND, 1908-1964) AND THE DRAFT INTERNATIONAL CODE OF POLICE ETHICS (DECLARATION OF THE HAGUE, 1975).
