NATIONAL INSTITUTE OF CORRECTIONS (NIC) PROGRAMS FOR FISCAL 1980 ARE DESCRIBED FOR THE PURPOSE OF SOLICITING CONCEPT PAPERS ON THE PROJECTS AND MAKING SPECIFIED GRANT AWARDS.
Abstract
FOR FISCAL YEAR 1980, NIC HAS APPROXIMATELY $8.4 MILLION AVAILABLE TO AWARD IN GRANTS. THOSE ELIGIBLE FOR GRANTS ARE STATE AGENCIES, GENERAL UNITS OF LOCAL GOVERNMENT, EDUCATIONAL INSTITUTIONS, PUBLIC AND PRIVATE AGENCIES, FEDERAL AGENCIES, ORGANIZATIONS, AND INDIVIDUALS. ALL GRANTS ARE AWARDED IN ACCORDANCE WITH FEDERAL REGULATIONS. PROJECTS WILL FOCUS ON FOUR MAIN AREAS INCLUDING JAILS, STAFF DEVELOPMENT, CORRECTIONAL SERVICES, AND CORRECTIONAL INFORMATION SERVICES. THE GOAL OF THE NIC JAIL PROGRAM IS TO ASSIST JAILS IN EVOLVING AS HUMANE, FAIR, EFFICIENT, AND EFFECTIVE OPERATIONS THAT COMPLY WITH LEGAL REQUIREMENTS. STAFF DEVELOPMENT PROJECTS WILL FOCUS ON STRENGHTENING CORRECTIONAL PROGRAMS BY PROMOTING THE EFFECTIVE AND EFFICIENT UTILIZATION OF STAFF AND ORGANIZATIONAL RESOURCES. CORRECTIONAL SERVICES PROGRAMS WILL INCLUDE EFFORTS TO INCREASE THE EFFECTIVENESS OF CORRECTIONAL PROGRAMS BY EXPANDING THE SAFE USE OF ALTERNATIVES TO INCARCERATION AND PROMOTING MORE HUMANE CONDITIONS FOR THOSE WHO MUST BE CONFINED. CORRECTIONAL INFORMATION SERVICES GOALS ARE TO DEVELOP THE CAPACITY TO RESPOND QUICKLY, ACCURATELY, AND INFORMATIVELY TO A WIDE VARIETY OF INQUIRIES ON CORRECTIONAL PROGRAMS, POLICIES, STANDARDS, AND PRACTICES. INSTRUCTIONS ON WHERE TO SEND PROPOSALS AND HOW TO SUBMIT THEM ARE PROVIDED. THE PROJECTS IDENTIFIED IN EACH CATEGORY ARE DETAILED WITH INFORMATION ON THE PROJECT NUMBER, OVERALL FUNDS AVAILABLE, FUNDS AVAILABLE PER GRANT, THE NUMBER OF GRANTS AVAILABLE, THE ESTIMATED LENGTH OF THE PROJECT, ELIGIBILITY, DEADLINES FOR CONCEPT PAPERS, AND A FULL DESCRIPTION OF PURPOSE AND OTHER PERTINENT DETAILS.
